Description

Why is it important?

Its main objective is to ensure the observance of human rights when crossing the front-line, to simplify the process for citizens of Ukraine and to combat corruption in this area.

TWO KEY CHALLENGES:

1. The long procedure for obtaining permission for the right to cross the front-line.
2. The long screening procedure at the control points. As a result of which is the creation of large queues, systematic human rights violations, and corruption by police inspectors.

MAIN ISSUE:

To conduct monthly monitoring of the two control points of entry and exit in the Donetsk region throughout their working hours (from 6 am to closing, excluding Sunday). During the inspection, record human rights violations, monitor compliance and counter extortion in the admission of citizens through the control points of entry and exit.
The results of the inspections, along with recommendations for improving the conditions for the admission of citizens will be passed on to the Donetsk Regional Military-Civilian Administration and the Human Rights Commissioner of the Verkhovna Rada of Ukraine and will be published to the public.

Where does the money go?

Cash resources are needed to cover the cost of work for 12 monitors and a monitor coordinator, for the purchase of body armor, helmets and first-aid kits for them, the cost of transport and communications, the procurement of equipment, training for the monitors and regular coverage of the monitoring’s results.

The conducted monitoring will obtain a clear picture of how authorities are meeting the requirements of the legislation or enforcing them regarding persons crossing the front-line.

In turn, the constant public scrutiny will help stamp out the corruption schemes that lead to the extortion of money from citizens of Ukraine.

Also, the provision of recommendations to the Donetsk Regional Military-Civilian Administration and the Human Rights Commissioner of the Verkhovna Rada of Ukraine means, after their implementation, there will be improved system of oversight of the points of entry and exit from the ATO zone.
